PhilStudyCom Release - The Philippine Department of Education (DepEd) recently issued an announcement stating that approximately 17,700 Grade 11 students will be required to transfer schools for the 2024-25 academic year. This policy change comes in response to the decision by the Commission on Higher Education (CHEd) to discontinue the implementation of the Senior High School Program in State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs).

DepEd spokesperson, Undersecretary Michael Poa, noted that these students could choose to complete their Grade 12 education in public schools or opt for private schools through the Senior High School Voucher Program. This transition will primarily affect students in the 2024-25 academic year, and measures are already in place to ensure a smooth transfer for those affected. Additionally, Poa emphasized that current Grade 12 students enrolled in SUCs and LUCs will continue to receive support through the voucher program provided by DepEd, ensuring they can complete their education in the current academic year.

The rationale behind this policy shift stems from CHEd’s directive, as outlined in a memorandum issued in 2016, which specified a five-year transition period for the involvement of SUCs and LUCs in basic education. According to Republic Act No. 10533 on the K-12 educational system, this participation was initially intended to last from 2016 to 2021. However, the program was extended for a few more years due to the pandemic. CHEd Chair Prospero de Vera III, in a memorandum from the end of last year, stated that with the transition period over and the legal basis no longer existing, these institutions need to cease offering the Senior High School Program.
